There is another option and I think both options would be beneficial.
Provide a method of identifying a photo (in my case, a group photo) that can only be purchased after a 'package' has been placed in the cart for order. Make it where removing the package also removes the add-on photo, and make it where if the photo is selected by itself, a statement (pop-up) comes up telling the client that the image is only available as an add-on after a package is purchased/selected for purchased/added to the cart, etc.
The method of identifying the photo as an add-on only could be as simple as retaining the image uploaded for an add-on and adding it to the parent gallery with a metadata flag while web-sizing a thumbnail for normal add-on usage.
